Kathryn Ruemmler was born on April 19, 1971. She grew up in Richland, Washington, and attended Richland High School. Ruemmler went on to study English at the University of Washington, where she received her Bachelor of Arts. She later earned her Juris Doctor from Georgetown University Law Center, where she served as Editor-in-Chief of the Georgetown Law Journal.

Ruemmler is a former federal prosecutor who has worked as an Assistant United States Attorney in the District of Columbia.
