Ziegler, previously known as “Whistleblower X,” testified at the House Oversight Committee. He has worked at the IRS for 13 years and was the main investigator in the federal inquiry into Hunter Biden, which took place during both the Trump and Biden administrations.

Ziegler said he is a Democrat and chose not to vote in the last presidential election to avoid showing bias. In 2021, he recommended charging Hunter Biden with several felonies and misdemeanors. The allegations include Hunter Biden improperly claiming personal expenses as business deductions, such as college tuition, hotel bills, and payments to escorts.
