On Wednesday, House Republicans called two IRS whistleblowers to testify publicly for the first time. They made claims that the Justice Department restricted a tax investigation into Hunter Biden and prevented them from following leads that could have linked President Biden to the case.
Next week, Hunter Biden is expected to plead guilty to misdemeanor tax charges as part of a plea deal. However, the whistleblowers, Gary Shapley and Joseph Ziegler, have insisted that the federal tax investigation provided evidence supporting more serious charges against President Biden’s son.
He claims there was a coverup happening in the investigation, and he identified himself as a Democrat who wanted to do the right thing. Ziegler has been part of this investigation since it began in 2018. At a House Oversight Committee hearing, he was joined by his supervisor, Gary Shapley, who has been overseeing the probe since January 2020.
During his testimony to the Oversight Committee on Wednesday (July 19), Ziegler openly identified himself as a ‘gay Democrat married to a man.’ He emphasized that his decision to come forward was not driven by any political motives. In this post, we’ll get to know about his husband and all you need to know about his personal life.

All About Joseph Ziegler
Ziegler, previously known as “Whistleblower X,” testified at the House Oversight Committee. He has worked at the IRS for 13 years and was the main investigator in the federal inquiry into Hunter Biden, which took place during both the Trump and Biden administrations.
Ziegler said he is a Democrat and chose not to vote in the last presidential election to avoid showing bias. In 2021, he recommended charging Hunter Biden with several felonies and misdemeanors. The allegations include Hunter Biden improperly claiming personal expenses as business deductions, such as college tuition, hotel bills, and payments to escorts.
Regarding his personal life, Ziegler shared that coming out as gay was one of the most challenging things he ever had to do. He hopes to inspire other LGBTQ individuals facing tough decisions that may have consequences for themselves and others.
Before working at the IRS, Ziegler was an external auditor at Ernst and Young. He graduated with an accounting degree from Ohio University and earned an MBA from John Carroll University. During his time at the IRS, he worked on criminal tax and money laundering cases, leading investigations involving a major social media company and a billionaire.
